In India lighting accounts for almost 20% of the total electricity demand in the country, and is a major component of the peak load. The majority of lighting needs in the household sector are met by incandescent bulbs, which are extremely energy-inefficient as over 90% of the electricity is converted into heat, and only up to 10% is used for lighting. Compact Fluorescent Lamps (CFLs) provide an energy-efficient alternative to the incandescent lamps by using one-fifth as much electricity to provide the same level of illumination. The Bachat Lamp Yojana (BLY) aims at the large-scale replacement of incandescent bulbs in households by CFLs. It seeks to provide CFLs to households at a much lower price and plans to utilize the Clean Development Mechanism (CDM) to recover the cost differential. The objective of the Bachat Lamp Yojana scheme is to provide CFLs at the same cost i.e. Rs.15, as of incandescent bulbs. The Bachat Lamp Yojana is designed as a public-private partnership between the Government of India, private sector CFL suppliers, and state level electricity distribution companies (DISCOMs). The Bureau of Energy Efficiency has developed a Programme of Activities (PoAs) so as to reduce the transaction costs associated with the approval of CDM projects. The development of the PoA is a voluntary action on the part of BEE and it would not seek any commercial revenues from the PoA. On the other hand, it will on behalf of the Government of India take the responsibility of monitoring of all project areas after the DISCOMs and the CFL suppliers have entered into a tripartite agreement (TPA) with BEE. This will be the largest PoA to be submitted to the CDM Executive Board by anyone in the world. BEE has empanelled many CFL manufacturers and traders. The BEE coordinates the Small-Scale Programme of Activities (SSC-PoA) and supports the project implementer(s) in implementing the CDM Programme Activities (CPAs) in India through collaboration with DISCOMs.
