This draft notification was issued by the Ministry of Environment and Forests of the Government of India on 14 October 2013. This notification is for making certain amendments in the Hazardous Wastes (Management, Handling and Transboundary Movement) Rules, 2008 issued on 24 September, 2008.This notification gives a clear explanation to the term "waste" which means materials that are not products or by-products, for which the generator (of the waste) has no further use for the purposes of production, transformation, or consumption and which is to be disposed off. Also modifications have been made in some clauses like waste having equal to or more than the concentration limits specified for waste constituents; wastes specified in Part A of the Schedule-III in respect of import or export of such wastes etc. A new list of waste sonstituents with concentration limits is given in Schedule II with the main classifications viz. Class A: Based on leachable concentration; Class B: Based on total concentration (wet weight); and Class C: Characteristics such as flammable, corrosivity, reactivity or explosive, and toxicity. In Schedule III, in Part B the list of other wastes applicable for import and export and not requiring prior informed consent is also given.
