Title: Central government's 42-point action plan to prevent pollution in limbo

A year after the Centre announced a 42-point action plan to curb air pollution in Delhi, it has been found that states hardly implemented it and the environment ministry clearly did not monitor, review or enforce implementation well enough right until it called another meeting of the five stakeholder states in November 2016 and reiterated its directions from 2015. As per the 42-point Action plan, there were many to-do's listed out for 'immediate' implementation and many in fact were not so difficult to go ahead with. Yet no one seems to have taken these seriously enough. Not even the Delhi government which had commissioned a study through IIT-Kanpur that categorically said in 2015 that control measures need to be implemented across the NCR starting immediately even to achieve at least 50% decrease in PM levels in the capital by 2023.
