The paper is attempted to measure the comparative overall, technical and scale efficiency, based on variable returns to scale, of twenty one power generating sample states of India, by the researcher with the help of DEA. Bihar, Chhattisgarh and Delhi are found to be the most efficient states with a perfect score of 1 in all the three fronts (OTE, PTE and SE) of efficiency measurement. Jammu and Kashmir. Jharkhand, Orissa and Uttarakhand are found to be the least performers among all the sampled states. On the whole, Jammu and Kashmir is adjudged as the worst performer. Eleven inefficient states are required to decrease their scales of operations while, six other inefficient states are to increase their scales of operations for bringing out the desired level of efficiency. The technical inefficiency of the non-equilibrium states can be improved through controlling the slacks observed in inputs through the study.
