The Municipal Solid Wastes (Management & Handling) Rules, 2000 shall apply to every municipal authority responsible for collection, segregation, storage, transportation, processing and disposal of municipal solid wastes. The responsibilities of the municipal authorities, state governments/union territories, Central Pollution Control Board and the state boards/committees are clearly specified in these rules. It consists of four schedules namely (i) implementation, (ii) management of municipal solid wastes; (iii) specifications for landfill sites; (iv) standards for composting, treated leachates and incineration. It also includes the form which needs to be filled in by the agencies for grant of authorization to set up waste processing, authorization form to be issued to the operator of a facility, accident reporting form to be submitted to the Secretary in-charge of the Urban Development Department etc.
