The overarching objective of the Odisha Urban Parking Policy, 2013 is to develop parking places and organise parking activities for all types of modes of transport. The policy also aims to discourage daily usage of personalized motorized vehicles, promotion of mass transportation and use of non-motorized transport system. Some of the salient features of the parking policy are: (1) Provision of parking space within 500 metres distance or 10 minutes walk from or to the destination for 75% of urban citizens;
(2) Promotion of organized parking for all modes of transport for all duration; (3) Reduction of congestion on roads/streets; (4) Promotion of Non-Motorized Transportation (NMT) and mass transport system; (5) Integration of parking facilities with public amenities and public transportation systems; (6) Evolve activity mode and duration based differential parking tariff principles.


The policy recognized the following list of technologies available for providing parking facility in urban areas. (1) At grade off-street/on-street parking; (2) Basement/Roof Top mechanized parking; (3) Multi-storied parking with drive way; (4) At grade/multi-level mechanized stack parking; (5) Electronic Parking System; (6) Parking Information System. The percentage of parking space to be developed for these categories would be decided by the Public Authority/Urban Local Body.

The policy has different parking recommendations for for different locations and usage viz. parking provision (1) at modal shift points; (2) near retail commercial/shopping areas including malls; (3) near recreational centres and places of congregations; (4) near hospitals and medical establishments; (5) near educational institutions and offices; (6) near industrial units/warehouses; (6) in residential areas.

The policy also has guidelines for policy incentives and interventions; parking Regulations; financing of parking facilities; taxes and user fees/charges; city parking plan (CPP)/town parking plan(TPP).

For implementation, review and co-ordination of this Policy Urban Parking Space Development and Management Committee (PSDMC) would be be set up in the Urban Local Bodies (ULBs) with Mayor/Chairperson in the Chair, with requisite representation from the ULBs.
