This Act is mainly an amendment to the Himachal Pradesh Town and Country Planning Act, 1977 (Act No.12 of 1977.

Several amendments have been made. Some of the notable amendments are described below. According to this Act “building” includes any structure or erection, or part of a structure or erection,
which is intended to be used for residential, industrial, commercial or other purposes, whether in actual use or not. Under Section 2 the definition for 'building' is given. Several new clauses like advertisement, allottee, apartment, apartment number, apartment owner, association, building regulations, colony, common areas and facilities, common expenses, development charges, etc. have been included.

Two chapters (i) Registration of promoters and estate agents and (ii) Regulation of Promotion, Construction, Sale, Transfer and Management of Apartments, Plots and Properties are introduced.
