The State Transport Policy, Manipur is framed within the logical scope/frameworks of the upcoming National Transport Policy, National Urban Transport Policy, and National Road Safety Policy. It is estimated that every year about new 8000 - 9000 vehicles are added to the fleet and by 2030 the vehicular population of the State would be around 4-5 lakhs. Some of the strategies/policies suggested in this policy are given below. (i) Formulate time tables/minimum frequencies in respect of contract carriage passenger service providers subject to approval by the State Transport Authority, Manipur. (ii) Ensure appointment of time keepers; (iii) Ensure proper maintenance/repairing of passenger transport vehicles for public safety and comfort; (iv) Ensure that each public transport and interim public transport vehicles should display a distinguished board indication with the routes under operation origin- destination and nature of permit; (v) There should not be any route monopoly while rendering public transport services and healthy competition among the passenger service providers are encouraged. The policy policy seeks to restore para-transit to its normal role by persuading the improvement of public transport. The policy details the guidelines are suggested for general safety and comfort of the school going children in accordance with the Hon’ble Supreme Court of India’s guidelines. According to this policy, the major issues are (i) traffic congestion and safety aspects; (ii) environmental impacts due to severed air and noise pollution; and (iii) parking problems. Some of the recommendations suggested in the policy are given below: (i) To streamline the present system of checking of vehicles and booking of motor vehicle offences; (ii) To encourage phasing out of noisy/polluted diesel driven vehicles; (iii) To encourage use of bi-cycles; (iv) To identify proper places for declaration of idle parking in the down town areas; (v) To educate the drivers and owners of public transport vehicles on road safety aspects, environmental hazards, and importance of insurance coverage.
