These Rules are made in exercise of the powers conferred under Section 31 of the Punjab Environmental Protection Act, 1997 (XXXIV of 1997). A person is prohibited to operate a motor vehicle if it emits air pollutants and noise in excess of the prescribed environmental quality standards. The Rules mention the various power given to the authorized officer such as the power to examine any motor vehicle and issue further directions. The officer shall also mention a date within 7 days for re-inspection of the vehicle. The authorized officer will wear a uniform and maintain daily diary register. The officer may impound the vehicle. The completion of trial should be done within 30 days by the Environmental Magistrate.
