Title: Proposed changes in act may hurt Aravalis

The new Forest Conservation (Amendment) Bill, which seeks to exclude deemed forests - or forest defined by the dictionary meaning in line with the Supreme Court's Godavarman judgment of 1996 - from the ambit of conservation will have major ramifications for the Aravali ranges. The Aravalis are precariously placed on the conservation table because most of its land is privately owned and have derived more protection from Supreme Court judgments than legislations. The ministry had also objected to an observation by the Haryana government that areas having more than 10% crown density should not be treated as forest as per the dictionary meaning since these are "privately owned", saying it was "contrary" to the directions issued by the SC. Government sources said one of the main objectives of the proposed changes in the FCA is to exclude such land parcels from the applicability of the conservation law.
