Speaking at DSDS 2013, Mr Donald Kaberuka pointed out that Africa with the lowest carbon emission as well as the lowest adaptive capacity, is the most vulnerable continent especially to issues relating to agriculture, land, and biodiversity. He proposed a structure which focused on inclusion and resilience building to address some of Africa's challenges.
